Deliberative democracy: modernization or crisis of democracy?

This article is devoted to the advantages and disadvantages of model advisory (deliberative) democracy. Its basic provisions are revealed, contribution its development J. Besset, Habermas, Cohen, R. Dahl, Fishkin characterized. It has been established that democracy offers tools for active participation population in discussion important political issues period between elections. When discussing problematic issues, right vote given all those who influenced by decisions public authorities (the principle equity participation). At same time, dialogue should be free, equal, reasoned aimed at reaching consensus.
 The main problems deliberative highlighted, including difficulty a general consensus socially heterogeneous society, leveling social differences process compromise, unpreparedness citizens rational dialogue, presence cultural barriers implementing procedures non-Western countries. Forms methods informal United States, as well Germany, Spain, Belgium, Iceland, Poland other European countries considered. Emphasis placed on fact use world characterized variety breadth application: from solving education ecology, medicine local budget adoption new constitution.
 concept takes into account both negative realities (alienation power low level confidence elite) positive achievements today idea "good governance", information technology, ideological legal pluralism). In view this, it concluded promising attempt modernize modern world, rethink democratic principles government, adapt classical theory needs challenges.
